Basically unless it specifically says it deals non-lethal damage, then the technique's damage counts as lethal, regardless of Complexity Rating or anything else

Because techniques are based of magic spells and that is how their Save DC is calculated. And Naruto d20 tries to be as true to the base d20 Modern rules as it can be.
