Even if we skip damage, and save DC ther still is a question of attack bonus - here under old rules Str-based character would benefit, Dex-based would not.

@1 - One blades component converts all slam attacks you'd get into claw attacks. This might change in next version though, as Frankto made some changes to that component.

Just to clear up - yes you can have puppets with diffrent amount of HD. If you want you can spend those 19 HD to make one 18 HD puppet and one 1 HD puppet.
