I'm in a game that is allowing some 3e feats even though it's 3.5, a couple of which I was looking at involve gaining extra partial actions. Now the wording is unclear, but this:

Partial Action As a general rule, a character can do as much with a partial action as a character could with a standard action minus a move. Typically, a character may take a 5-foot step as part of a partial action

and reading what a standard action is

Standard Action A standard action allows a character to do something and move that character's indicated speed during a combat round. A character can move before or after performing the activity of the action.

Makesm e thing that a partial action is the same as a standard action in 3.5...if someone could give me a second opinion(or some official ruling from a conversion guide or something) I'd really appreciate it. A GM(the game has a few) says that a partial action is the same as a swift but...that seems a little weak for some of those feats, considering how few classes make use of their swift actions.

You are correct. Essentially, people who can only take partial actions are allowed one action. They can use a standard action to attack or use a spell or technique, or opt to use it to move (like the dnd move action).

It's kind of what basic zombies were limited to in 3.5 (I believe), partial actions.

Thank you, I hope this, and the fact that you are also limited to a partial action during a surprise round will be enough to convince him.

If all goes well I can actually get 2 extra partial actions a round, one for merely rolling a total init of 30+(or a nat 20 on init), and another for paying 1d4 HP.

Can a partial action be used for a swift? or is it just standard or move?

Not sure of the official rule, but generally speaking you can use an action to perform anything requiring that kind of action or a lesser action. But there may be a limit to how many swift actions you can take per turn.
