Levels to Story Arcs

I know anime doesn't usually translate to dice games perfectly, heck, Naruto would be spending entire story arcs without even levelling until the very end or at the beginning. But, with your best guess and given the mechanics for the game, what "level zones" would you give to the main three cast throughout the series?

Ex. 4 and below for Naruto (3 maybe if he leveled in the first ep) would probably be pre-series, as level 5 would be what he needs to perform kage bunshin, 5 - 6 would maybe be land of waves, with 6 - ? being Chunin exams and so on. Obviously the numbers would be more important than touching on every single story.

Again, I figure at best Naruto was level 6 by the end of Land of Waves, but it seems like it takes a long time for these characters to "level up" when you refer to really anything and their growth surging as convenient XD

I did the math and determined that all the participating characters needed to be at least level 10 during the final part(s) of the Chuunin exam.

Beyond that, I've never cared.

I always found it amusing that Naruto sucked so much when he training...

it's because all his friends in school had 3-4 class levels when he was still level 1 with some kind of 6-8 LA from being Jinchuuriki.
