So in the mainfile it says

and it also says

So, if a character is creating a Hijutsu, is the total penalty to the learn check
A: -4 (The -4 replaces the usual -2)
B: -6 (-2 for creating, -4 for creating a Hijutsu)
C: -8 (-4 for creating an existing technique, -4 for that existing technique being a hijutsu)
The wording doesn't make it clear, and all seem to be valid interpritations. Thanks in advance. |

You are taking these parts out of context instead of looking at the whole. If you read that section from start to finish you would see:
Umbrella penalty when "Creating" a hijutsu or kinjutsu by any means is -4
Creating an original technique has a base -2 penalty.
Ergo, if you are creating a 100% original technique that is a hijutsu, your penalty is -6.
If you know a technique exists, such as having heard about it from rumors or read about it, etc, and are trying to recreate it, the base -2 penalty increases to -4. This is different from Developing a technique because you have never personally seen it or identified it.
If that technique is a Hijutsu, your total penalty would be -8 |

Taking it from the book, going down the chapter as written:
- Creating a hijutsu or kinjutsu implies a -4 penalty. (Does not reference 'increase' or 'instead', implying this penalty is in addition to other penalties, not a substitution for them)
- Creating (in general) applies a -2 penalty and +2 successes. Or +1 success if at least 5 levels higher than the technique's Rank.
- Creating hijutsu/kinjutsu adds the additional successes required for learning such techniques (+1 or +2, respectively).
- Creating a technique that already exists with only very vague information increases the normal penalty (that is, the normal -2 penalty for creating a technique) increases to -4.
So, to Create a Hijutsu is either a -6 penalty with +3 successes, OR a -8 penalty with +3 successes if creating an existing Hijutsu with only vague information regarding its effects.
I mostly disagree with all your options being 'valid interpretations', however I can accept that it may not be perfectly clear to everyone. _________________ Oy, this is going to be troublesome *sigh* |
