I need a couple of questions answered.
First: How difficult is this game to DM, relative to other d20 systems?
Second: What's the average turnover: Party Death: Is this like Call of Cthulhu (frequent and painful)?. Campaign Death: is this like Exalted (long, slow game that people lose interesst in easily)?

It's as easy as DMing Dnd but..... there's no official monster manual or anything like that so when creating a campaign you're gonna be spending like an extra 3 hours creating enemies

And when it comes to death it depends you can make it hard or you can make it easy, warning though D20 Modern has a weird way of calculating encounter CR's and trying to get them balanced to the parties ELC can be a little bit tricky

For example, in dnd (or at least 5e) you were given a set amount of exp the encounter should have depending on the players level, and from that set amount of exp you would choose monsters until the exp was 0

But in this game encounter CR is pretty stupid, basically, it's the average level of enemies plus the number of enemies plus any extra CR from traps
Example: 4 5th level thugs encounter CR would be: 5+4=9, meaning that 4 5th level thugs would be a good encounter for 9th level players (which honestly that would be pretty easy for them to defeat), even though i think that the players should be facing encounters equal to ELC plus players so that encounter would be good for 4 5th ELC PC's

'Pretty stupid'. It's only been done that way since 3rd edition D&D was released.

As for D20 Modern, those 5th level thugs have a CR of 4, not 5, assuming they are ordinaries (i.e. the example NPCs in the rulebook, which use basic classes and not advanced classes).

And for *any* edition, CR and EL are only tools to give some kind of guideline on what to expect. Four CR 5 enemies are Encounter Level 9, meaning that for a normal campaign of D20 Modern, this encounter should, on average, drain the party of ~25% of their resources (HP and uses of abilities with limited uses per day such as spells etc). Meaning that a 'typical' day that is challenging yet probably not lethal to a part of 4 level 9s includes four such encounters.

That said, NarutoD20 is not D20 Modern. Characters are stronger, and non-heroic NPCs are thus relatively weaker. Use the basic D20 Modern system to determine encounter levels first. See how your party operates and learn about their strengths and weaknesses. Then you can start changing how you design encounters by making them stronger/weaker than normal.

5e's System essentially doesn't change a whole lot in terms of pure numbers. It just makes building encounters easier and less of a mathematical operation.

Dominic, if you prefer 'the 5e way', there are variant rules for level independent XP (Main file p1110, redux p443) that essentially work the same, but the leveling curve is slightly altered as a result.
