That's what we like to call a collaboration jutsu aka hijutsu that requires the characters be move on the same initiative and pay a percentage of the cost. _________________

I don't think its very hard.
How i'd do it in 3 simple steps:
1)Create a "Combination" descriptor to show that a particular technique CAN be used in a Combination. Goukakyuu can, Kage Bunshin can't. Usually elemental techniques that affect an area are those covered by the descriptor.
2)Every technique with said descriptor would have the explanation at the end of its description:
Combination:[/b] A [Insert Element Here] Ninjutsu Technique with the combination descriptor can be used to increase the area of [This technique] by [XX%] and damage by [Insert value].
For example, how i'd make Goukakyuu no Jutsu:
Goukakyuu no Jutsu (Grand Fireball Technique)
Rank 3 (C-Class); Learn DC 16 (3 success); Perform DC 16; Time 1 Attack Action; Components: E, H, [i]Comb.; Range Close; Area Cone-Shaped Burst; Duration Instantaneous; Saving Throw Reflex Half; Chakra Cost 4.
The user...
...to a maximum of 10d6 total.
Combination. A Fuuton Ninjutsu technique of Rank 3 or higher with the combination descriptor can be used to increase Goukakyu's range by half and its damage by 4d6 points of Wind Damage.
3) To combine a technique with another character, one must ready an action to use a second technique at the same time as the first willing character. The second technique's normal effect is instead replaced by the combination effect of the first technique.
No complications. The only drawback is having to add that to every technique.
EDIT:

A possible thing to consider for the next update: potential stats for the other bijū/jinchūriki. I mean, we've been informed of their forms and seen examples of some of their powers, and could probably make at least educated guesses of the abilities of the others. I will go through them in order, but a general patten seems to be that the jinchūriki either gets better control in one particular type of element, or gets the ability to combine two types almost like a Bloodline ability, with the notable exception of the Kyuubi no Kitsune. I'd do it myself, but I'd probably get it wrong.
Nibi no Bakeneko (Monster Cat): Well, this seems to be mainly fire-based. It does have the ability to breathe fire from its mouth. Maybe giving very good abilities with Katon techniques?
Sanbi no Kyodaigame (Giant Turtle): Control of water, it seems from the anime, although it gets a hallucinogenic mist as well... possibly Suiton, with some Genjutsu? Also, its armour seems to be very good.
Yonbi no Saru (Monkey): Well, the major ability shown here is giving the jinchūriki, Roshi, the ability to combine Doton and Katon in Lava Release techs, something you'd otherwise only see in a Bloodline ability.
Gobi no Irukauma (Dolphin-Horse): ... well, the jinchūriki, Han, used steam-based techniques, apparently, but I frankly don't know whether that was due to the Gobi or just his own style.
Rokubi no Namekuji (Slug): Again, , but the jinchūriki, Utakata, used soap bubble ninjustu. Combination of Suiton and Fuuton Ninjutsu, maybe?
Nanabi no Kabutomushi (Horned Beetle): I have no idea, but this just calls for Fuuton techs. It's a friggin BEETLE, and its tails are WINGS. That's control of wind right there.
Hachibi no Kyogyū (Giant Ox): Don't know, actually. For some reason, I keep wanting to say Doton techs, but I also get the feeling that that's the Ichibi no Shukaku. Need to see him do more.
So, that's it. My ideas on the seven Tailed Beasts that have not already been done. I would try to make rules for it myself, but I a) do not have time.
b) would probably make it horribly, horribly unbalanced. |

Considering where the manga is heading, it'd be a smart decision to hold off making any more bijuu/jinchuuriki material since they may have more scenes left in them for us to watch and learn more about. |

No, it's just better to wait. It's a fact we're going to see other Tailed Beasts in combat so it's better to wait. It would be nonsense to guess now, and re-do it later. Time is a precious treasure.

Other Bijuu in combat, yes. But we don't know if we're going to see them sealed into other hosts, or if they're just going to be controlled by Madara and Sasuke's Sharingans (I'd say spoiler alert, but with what's being discussed, that's kinda obvious ). Of course, I think that we're going to see them soon, probably before Frankto's next update on the Main File, so this is probably a moot point anyway. |

I need to make a Samurai class, or something. I realize now from making a half gazillion NPCs that I need a Samurai class. For when sneaking around isn't necessary.

Samurai weren't just trained in the katana. Infact, they started out as horse archers, more like the mongol archers than anything.
Maybe this will be a good chance to get some bow-jutsu in the main file? Or maybe a small "supplement" file that has samurai stuff in it >.> _________________ I must not fear.

There's just no clan specifically devoted to its continuation because of how rare it is. |

<_< hrm, wouldn't you have to kill the sharingan (or whatever) while it was activated and then it would cause constant chakra drain unless you had some sort of inhibitor covering it. there goes your depth perception.
