On the subject of Raisoku.

I have a simple question on the technique Raisoku. It says, "1 attack action or 1 instant action;". I understand that the instant action part is referring to the dodge use of the technique. When it comes to just teleporting with Raisoku, why is it an attack action when most instant movement powers take the time of a movement action?

Because Raisoku is an awesome, low-level, efficient form of instant movement that does not require hand seals and enables you to simply teleport.

Probably because it's a Raiton ninjutsu, whereas Shundou and it's more advanced counterparts are mobility Taijutsu which require the use of Speed Ranks.
