I'm having trouble dealing with Taibakudou no Jutsu

Hey everyone, I'm the GM of my game and my party recently reached level 4 and with level 4 our parties soon to be Genjutsu Master has discovered the Body Binding Stare technique. Well this has been a rather difficult for me to deal with as it can effectively disable large groups of enemies for a low cost.
The technique is by no means perfect, but it IS very strong especially for the level.

Fortunately for me it was so strong, because I almost killed my party with a pack of wild ninja raptors... kinda overestimated my group and underestimated pounce... but that being said Taibakudou no Jutsu locked most of em down and the party survived. but now it has me worried cause the technique can be used so often and fairly effectively that many of my encounters might end through baddies getting stun locked and the party walking through them. this seems anti-climactic, though i know it isn't a perfect move, it still has me worried that ill be packing all my enemy ninja's with Iron Will and high Wisdom scores to combat such techniques.

So I guess I'm asking for advice on dealing with such techniques or perhaps I'm just being overly paranoid and they will balance out in the long or short of it.

So any advice would be appreciated from anyone who has it, thanks in advance and also, thanks for the great game.

TL;DR: Waaaah genjustsu stun locks are too hard to deal with, make the bad players stop abusing me T_T Wink

Don't clump up your bad guys. Make some of them with good Will saves. Taibakudou is a Doujutsu so once the enemy is aware of it, they can avert their eyes and give it a chance to just outright fail.

When is it declared that your averting your eyes? on your turn or when they use the attack?

On their turn. It gives the Doujutsu a 50% chance to completely fail but gives them a 50% miss chance if they attack the doujutsu user with anything requiring an attack roll (so AoE ninjutsu or other effects aren't affected).

It is declared on your turn before other actions are made, (otherwise the penalties it invokes would be pointless as you'd do it at the end of your turn). Those penalties and bonuses last until you change tactics and don't avert their gaze.

if your unable to take an action on your turn can you still avert your eyes?

Generally speaking it isn't stated whether you can or not. Due to it being such a simple action and it not being stated I allow players to avert their eyes if they're able to unless a jutsu they're also under the effects of prevents them from doing so.

The condition that is preventing you from taking actions is cowering, so you can bet your ass that averting your eyes isn't just possible but is probably a reflex.

well body binding stare kinda implies that you lock them in place, like orochimaru did to sasuke when they first met, so you would have to keep looking.

Cowering

The character is frozen in fear and can take no actions. A cowering character takes a –2 penalty to Armor Class and loses her Dexterity bonus (if any).

No where does it say they avert their eyes which is considered an action in D&D, albeit they also neglect to state what kind I just call it a Free Action and be done with it. Typically Paralysis doesn't prevent movement of the eyes unless it states so. I know there are spells in D&D 3.5 that do both and I'd imagine for clarity's sake it'd follow that same line of policy here.

Well you could have them fight some creatures with no eyes, have allies use genjutsu kai on each other, do combat it total darkness, give him the blinded condition with sunburst tags, spread your enemies out, go for quantity over quality of enemies, or rip those suckers out of his head lol (not recommended).

If they use this technique often, it will become a 'signature'. Enemies who know of the group will start finding ways to counter it. High will save, averting eyes. Maybe they create special sunglasses that grant a bonus against stare/doujutsu attacks. Or a mask that does so.

Maybe they use smoke bombs, sunburst tags or special doton techniques to blind the guy trying to stare them into submission.
