Often overlooked class is in fact incredibly powerful at epic levels. If you like going overboard with Chakra Control, and you should, it is THE class to take. Let me explain why:
A level 30 Dedicated hero can have +92 Chakra Control. No magic involved. Allow me to explain how:
36-point buy, get 16 wisdom (and 14 in 4 stats, 10 in one other, that's the way to go! Charisma a must) and select Chakra Control as a bonus skill in your occupation to gain a +1 bonus.
Dedicated hero 10:- Talent (Chakra Control)
- Bonus Feat (Harmony)
- Talent (Improved Chakra Control)
- Bonus Feat (Genin - Chakra Control)/+1 Wisdom
- Talent (Advanced Chakra Control)
- Bonus Feat/Level Feat (Chuunin - Chakra Control)
- Talent (Skill Emphasis - Chakra Control)
- Bonus Feat/+1 Wisdom
- Talent (I suggest Intuition)
- Bonus Feat
Chakra Control by now is +29. Elite Jounin level, at least.
Any advanced class, I suggest Medic Nin just for shits and giggles, but Ninja Scout (10 levels a must) is good also. Max out ranks in Chakra Control, obviously, and take Jounin (Chakra Control and any other) feat. 3 more points in Wisdom, Bonus by now is +42. Higher than Tsunade.
Epic Dedicated Hero:- Talent (Epic Skill Emphasis - Chakra Control)
- Bonus Feat (Epic Harmony)
- Talent (Epic Skill Emphasis - Chakra Control)
- Bonus Feat/+1 Wisdom
- Talent (Epic Skill Emphasis - Chakra Control)
- Bonus Feat/Level Feat
- Talent (Epic Skill Emphasis - Chakra Control)
- Bonus Feat/+1 Wisdom or any other stat
- Talent (Epic Skill Emphasis - Chakra Control)
- Bonus Feat
And voila. Bonus to Chakra Control is now +92. Quite the monster, isn't it? Of course, that's rather useless, but I just wanted to show how powerful it can become. Imagine what would happen if you focused on Hide and Move? Of course, by then you're level 30, so the enemies are rather strong too.

Warning to Anyone in my campaign: If you attempt to make a character so focused and broken, I will kill you off as GM. Broken characters happen, but I hate them... reasonable breakage isn't bad, but that's a bit much... |

He he, I had a player once who liked to build characters like that. Obscenely good at one thing. They are actually usually not to bad to deal with, they tend to be one trick ponies. If you take their greatest strength out of the equation in a challenge, or present a problem for which their ability is no help, they are quickly humbled Remember the rules are their to be abused by the GM for balancing problems as well.

It's called drain their chakra and then let them chakra control their HP away at the same time they're getting their butts handed to them in combat. |

i'm currently building a lvl 3 dedicated hero for a "progression to epic" campaign, and he's going to be a med nin (at the GM's request), and a chakra control whore.
I honestly found the Skill Emphasis ability (and the tree in general) much more helpful at early levels. Chakra Control tree gives you a +1 at first; skill emphasis a +3. Since the GM designed the bloodline ability of this particular clan to be a slightly modified jutsu with a medium DC, the ability Cool under Pressure is crazy awesome for me; take 10 in combat, +15 chakra control bonus (at 3rd level) = chakra sword in your brain faster than you want to deal with it.
I haven't, however, looked at the epics just yet. I like Dedicated hero, but will probably multiclass later into the con-based one (new to d20 modern) for the chakra pool enhancing abilities. |

Try a ninjutsu master. right now, at level 3 with a 16 int, my cloud nin has a +12 ninjutsu. That's about 1/4 Sandaime Hokage's ninjutsu and a bit more than 1/3 of Orochimaru's. and that's at third level. |

Erm, +12 at level 3 you say?
Let's see....
Level 3 Smart
Skill Ranks: 6
Intelligence 16: +3
Ninjutsu is a class skill from occupation: +1
Ninjutsu Adept feat: +2
Improved Ninjutsu feat: +2
Genin feat: +1
6 + 3 + 1 + 2 + 2 + 1 = 15. Even if you forgot to mention the +1 bonus because it's a class skill while being a chosen skill from your occupation, I still beat you with one.
And, for the record, same goes for...oh, say, Taijutsu with a 16 Str Strong/Fast/Tough hero or Genjutsu with a Charismatic hero with 16 Cha, except the feats and talents are obviously different.
It fails to impress me, to be honest.
Right now, at level 12, my score is as follows:
Ranks: 15
Intelligence: +4
Advanced Ninjutsu: +3
Ninjutsu Adept: +2
Elemental Spec. (Raiton): +2
That's +26 for Raiton, and +24 for non-suiton ninjutsu. And I haven't even got the +1 occupation bonus, or the +1 I could get from Genin, because they are better spent elsewhere for me.
Also, note this:
Being at a third of whomever at level 3 does not mean anything. The first few feats are a one time bonus, you won't get them again anytime soon. And, since your skill ranks are your level +3, it just seems more (6 at level 3 vs. 23 at level 20. 200% vs. 115%).
So, to be quite honest, it's not that big a deal anyway. And, as you will find out, it's usually a good idea to spread out among several skills instead of focusing it all on one skill (specialisation is good, of course, but you don't need to overdo it). _________________ Oy, this is going to be troublesome *sigh* |

I too like the Dedicated class for the Cool Under Pressure talent. While having insanely high this or that is nice, but given that most Dedicated Heroes will have Wis of at least 16, being able to always take ten on any 6 or more skills of your choice (including chakra control, genjutsu, ninjutsu, or taijutsu), is quite spiffy. |
